Decide when an agent has a useful contribution to a group chat

Chat events with host-validated identity and permissions, an agent capability profile, and up to 12 recent text-filtered messages

For ambient messages, four Nouls assess intrusion, existing answers, unresolved requests and distinctive value the agent could add
Code executes
Returns ignore or consider; code manages deduplication, quiet mode and bot-turn budgets. The host generates a draft, checks freshness and a one-use permit immediately before delivery, and records confirmed sends.

Evidence and limitations

MIT licensing, the HTTP adapter, thresholds and send-permit lifecycle were reviewed without real chat integration or model calls. Direct requests can bypass Jev; ambient evaluation errors or timeouts are ignored. Default thresholds are not universal quality guarantees and redaction is best effort. File-backed state is single-process; permits neither ensure exactly-once delivery nor replace host authorization.
